City law loop holes?

I have been giving this raising rabbits idea a lot of thought and I think we're going to start this summer. I'd also like to sneak in a small flock of geese (2-4) as pets and if the situation calls for it breeders of meat and eggs. I'm a city dweller, does anyone know how I might get permission to have a few geese in city limits? Like going thru the NWA or DNR or something educational like that? The city FREAKED when I let my kids hatch and raise 6 chicken eggs last year and it had nothing to do with food at all it was just for a fun learning experience. Any thoughts?
